Name: "Sakuya Izayoi." (Her real name is never stated, with the name Sakuya Izayoi being the name given to her by Remilia Scarlet)
Canon: Touhou Project
Canon Point: Post TH 17 Wily Beast and Weakest Creature. She wasn't personally involved in the incident but she would be aware of all events within Gensokyo up until this point.
Age: Canon gets weird about this. Eirin Yagokoro claims to be surprised to see her yet before that point hadn't made any interaction with anyone outside of her home of Eientei for a thousand years and Hieda no Akyuu writes "She claims to be in her late teens, but this is unlikely judging by her refined manner and the level of her abilities. Rather, she seems to be a human who has been living for hundreds of years."
Despite numerous popular headcanons I'll be leaving the issue of her age vague and if it were to come up and/or be used as a plot development for any reason she would fall under the category of "really, really old." As far as appearance and mentality go, Sakuya in both categories holds that of a woman in her early-to-mid 20s.
She'll still claim to be a completely ordinary human being in her late teens though.

Sakuya was initially born on the Moon some time past 1,000 years ago and lived a fairly ordinary life within the Lunar Capital under her original birth name, unable to be pronounced by those not from the Moon. At some point she left the moon utilizing a Lunar Veil and ended up in the Outside World (Our world, essentially) with frayed memories of her time there, either due to an imposed or self-imposed exile from the Moon.
Sakuya spent a great deal of her time in the Outside World within Europe, and utilization of her strange powers caught the attention of a group of vampire hunters hunting after a rumored descendant of Vlad Tepes. A rumor that was a complete lie fabricated by the Scarlet Devil, Remilia Scarlet, herself, but Sakuya believed it as much as they had. She had no purpose left in life, no aim and no goal, so this helped her go through the motions.
Sakuya was sent alone to slay the Scarlet Devil and during her time hiding out within the Scarlet Devil Mansion the European style home somehow ended up transported from the Outside World to Gensokyo. It was during the chaos of the sudden transportation that Sakuya made her move and found herself swiftly defeated by Remilia. Rather than kill her Remilia instead offered Sakuya the chance to serve her as her personal maid. Sakuya was free to leave at any point but felt a spark light up inside of her being at Remilia's offer and outstretched hand. No longer able to return to either of her homes Sakuya accepted the offer and was given the name "Sakuya Izayoi" when she claimed she did not have one.
The "Vampire Incident", where Remilia gathered subordinates and went on a rampage, was the first time Sakuya appeared as Remilia's loyal maid. Her powers and abilities revolving around knives made her dangerous though she, like her mistress, found herself defeated by the powerful youkai that moved to stop her. She was present during the devil's contract where the youkai would give her humans for food, and in exchange Remilia would not attack the humans of Gensokyo.
The rest of Sakuya's life in the mansion up to the point seen in Embodiment of Scarlet Devil revolves around her reputation as a maid, small details that can be found on the wikia such as preparing meals for Remilia and her sister and the relationship she holds with the other mansion's residents. By this point they have all become family to her, and vice versa, with Remilia holding a special place within Sakuya's heart.
Let it be known that while I do ship it, and while I am willing to play the romantic angle, by default the relationship between Remilia and Sakuya I have written down here is not a romantic one. Remilia gave Sakuya's life purpose and meaning, turning the cold, emotionless, listless woman into the sarcastic, somewhat ditzy, and arrogant yet refined and loyal maid we see today.
Personality: Judging off attire and general, daily demeanor, one would believe there is a great deal of merit toward Sakuya's title of "The Perfect and Elegant Maid." Dutiful and diligent in her work and always making sure to tag the proper honorific title when addressing her mistress, to the outsider Sakuya is a perfect example of a maid working in a large, spacious European style mansion. She frequently chastises her gate guard companion, Hong Meiling, and follows all orders given to her by the Scarlet Devil, Remilia Scarlet, no matter how wacky they might be.
...But, unfortunately, Sakuya is not as "perfect" nor as "elegant" as one would be led to believe. Though she does her best to maintain a proper image she can be pretty ditzy and spacey at times. Examples of these times include: trying to buy a broken teacup to replace the one Remilia broke, mistaking ordinary crows for crow tengu (or their underlings), and opening a window while in space. It's fair to say that Sakuya's time within Gensokyo has pushed her further and further away from both scientific advancement and having common sense, and given how much time she's spent outside of the mansion running errands and even, at times, assisting in the solving of major incidents, it's no doubt begun to effect her.
Described by Hieda no Akyuu, a human record keeper for Gensokyo, as "cold-hearted towards human villagers who visit the mansion", despite her appearance Sakuya is fairly detached from the human race as a whole. She finds herself much more relaxed when around those that would fall under the "abnormal" or "supernatural" categories such as her mistress Remilia (who is a vampire) and Remilia's gate guard employee Hong Meiling (who is a youkai, albeit an unknown one as far as canon is concerned...) Despite all of this, in day-to-day daily interactions Sakuya remains formal and polite, keeping her personal feelings to herself and only allowing a more aggressive side to show toward those who attempt to intrude within the Scarlet Devil Mansion as they may or may not intend an attempt at her mistress' life.
One important aspect to note about Sakuya's personality is a shift between her temper in fanon and her temper in canon. In fanon, Sakuya has a hair-trigger temper and is willing to throw knives at anyone she dislikes or anyone that gets on her nerves. In canon, Sakuya is far more on kilter than that to the point that the level of absurdity she just accepts (or, at times, goes along with) is thought utter ridiculous by other members of the cast.
An example of this ludicrousness can be seen in Perfect Cherry Blossom during an exchange between Sakuya and Alice Margatroid.
Alice: Why don't you worry about yourself if you have time to worry about others?
Sakuya: Oh yes, I'm worried about myself now.
Alice: So, for what reason do you worry? About yourself.
Sakuya: Because I'm carrying only three changes of clothes. For myself.
Alice: Ah, good reason.
Sakuya: That, and a spare set of knives too.
Alice: Ah, I... KNIVES?
It's also worth mentioning that Sakuya is... confident. Very confident. An example of this boastfulness is perhaps shown best during her dialogue with Kagerou Imaizumi in Double Dealing Character.
Kagerou: Do you think you can defeat me?
Sakuya: Yes, I believe I can.
Kagerou: O-Oh, a quick answer.
Sakuya: I can't seem to restrain this knife today...
But don't let the "perfection" and "elegance" or the confidence that borders on arrogance fool you. Sakuya is still a big goofball, and could fit the role of the Deadpan Snarker of the group fairly easily. She has many moments in canon where she'll fire out sarcastic lines with a smile or say and/or do completely goofy things. One such example occurs in Wild and Horned Hermit in which, during a discussion of religion, Sakuya claims herself to be an atheist. Bear in mind that where she comes from, Gensokyo, has literal Gods walking around and chatting it up, though it's entirely possibly she only meant this as a stone faced joke.
Other examples of her sarcastic "wit" include this bit from Perfect Cherry Blossom:
Youmu: In coming here, you have exercised great composure. This is Hakugyokurou. The deceased live on in this place. Acting on the common sense of the living will land you in a mess.

All in all, Gensokyo is a strange place and the residents of the Scarlet Devil Mansion are just as fittingly strange. Despite appearing to be nothing more than a human with an extraordinary ability, Sakuya's wackiness juxtaposes against her image of a "perfect", "refined", "elegant", "loyal" maid to show that she's right at home in a land full of crazies.
Abilities & Skills: Maid duties: First and foremost, Sakuya is the steadfast maid of the Scarlet Devil and has spent many, many years perfecting her craft. All her powers allow her to do is save time, practically having all of the time in the world to complete her duties, which means that the bulk of those duties' responsbilities rest on Sakuya's shoulders. Sakuya's skill in her duties ranges from tasks such as food preparation, cleaning, tea preparation, live human sacrifice preparation, and all other things one might expect a Western style maid to do. (That second to last bit is only slightly a joke, as it's constantly theorized about on how Remilia and Flandre feast upon their snacks and/or drinks made with blood. Headcanon says that Sakuya handles the preparation of food such as blood-drenched steaks and, if necessary, she would be able to know exactly how to dissect a human being and go on from there.)
Physical capabilities: Moreso due to coming from numerous fighting game spinoffs than actual, displayed ability in the mainline shooting games, Sakuya is fairly nimble and showcases exceptional dexterity with regards to her ability to throw and retrieve the many knives she uses. She is also capable of physical combat using the knives and leans on the side of a fighter that prides speed over strength. She's exceptionally agile and limber, but does not have a great deal of physical strength and would only be able to take so many hits before going down.
Chronokinesis: Perhaps Sakuya's most famous ability is her unique ability to control the flow of time. While a chapter was revealed in Wild and Horned Hermit that states Sakuya is only able to control her own time and not the time of someone else, this is a splitting hairs issue and I use what has been displayed in canon up until this point rather than the explanation she gives Reimu in Wild and Horned Hermit due to the dubious nature of the conversation. Bear in mind this is the same conversation in which she claimed herself to be an atheist in a world of living, breathing, walking around Gods SO...
Sakuya is capable of stopping, speeding up, slowing down, and outright erasing time due to her ability. She can compress the flow of time to make both past and future to exist at the same time, making the same object from different timelines be in many places simultaneously, and influence the flow of time of a person, a specific object or even a small zone if she so desires, such as stopping the time of an object and thus affecting the space, making it stand still on thin air or creating time suspension fields where everything inside them will be affected by her ability; she can also accelerate or decelerate the movement of objects from slowed down speed to incredibly high speed, to even reaching the speed of light, making it move at tremendous speed. What Sakuya cannot do is outright reverse the flow of time, which is the primary limit to her ability.
Due to ZUN claiming that "manipulation of time is synonymous with manipulation of space", Sakuya also has the ability to narrow or lengthen the space around her. It is with this ability that Sakuya is able to effectively make the inside of the Scarlet Devil Mansion much larger than the outside, and a combination of this ability with her time control abilities makes cleaning and maintaining the mansion a cinch!
By manipulating space-time, Sakuya is also able to create parallel universes to some degree of extent, allowing her to make another Sakuya appear in front of her which will execute a different action to that of the original, and thus creating a time paradox.
It is also because of her control over time that Sakuya is able to appear as if she has an infinite number of knives utilized within her "knife spamming" abilities. In reality while Sakuya appears to pull knives from hammerspace and utilize a great deal of them, she has to stop time and rush around to pick the old ones up and throw them again to maintain the illusion that she has an infinite number.
A final note on this ability is that Hieda no Akyuu theorizes that the reason for Sakuya's youthful appearance is because she has decelerated the natural aging process. This also falls well in line with the headcanon I usually play Sakuya having in that she's over thousands of years old and had met Eirin in the past due to having slowed her natural aging process on top of being a Lunarian.
Spell Cards: Magical spell abilities that create large patterns of danmaku. Danmaku, for those not in the know, are heavy magical objects that deal no worse damage than some bruising to whomever they make contact with. Most Spell Card Duels in the Touhou Project are more a battle of "flashy designs" than "outright power." It's worth noting that Sakuya utilizes knives as her danmaku, and whenever one of her Spell Cards has been activated the knives that she wields during the activation period are danmaku knives.
Spell Cards are also divided into two categories. The first is the Spell Cards Sakuya exhibits in the shooting games. I'm limiting to what we see Sakuya use in EoSD as a midboss of two stages/boss of one stage for this category.
Embodiment of Scarlet Devil (+Stage 6 Spell Card 41)
The second are the Spell Cards from the fighting game spinoffs. When utilizing these Spell Cards, Sakuya holds up a golden colored card made from magic that assists as the spell's "medium", so to speak. This is the animation within the gameplay itself and I'm interpreting it into the playing of the character for ease of access. For addedshounen effect, Sakuya will call out the name of the Spell Card (only from the spinoffs) before it's used.

A final note on this ability is that Hieda no Akyuu theorizes that the reason for Sakuya's youthful appearance is because she has decelerated the natural aging process. This also falls well in line with the headcanon I usually play Sakuya having in that she's over thousands of years old and had met Eirin in the past due to having slowed her natural aging process on top of being a Lunarian.
Spell Cards: Magical spell abilities that create large patterns of danmaku. Danmaku, for those not in the know, are heavy magical objects that deal no worse damage than some bruising to whomever they make contact with. Most Spell Card Duels in the Touhou Project are more a battle of "flashy designs" than "outright power." It's worth noting that Sakuya utilizes knives as her danmaku, and whenever one of her Spell Cards has been activated the knives that she wields during the activation period are danmaku knives.
